The winter season is the best time to drain your pool and re-fill it with fresh water, because the cool temperatures offer no threat to the exposed pool surface.  You can know that it’s time to drain your pool by testing the Calcium Hardness of the water in your swimming pool.  Changing your water will make the chemistry much easier to manage, and minimize unsightly mineral buildup around the waterline of the pool.
